On May 15th, the State Department released the implementation plan for the expansion of the Trump Global Gag Rule (GGR) to “global health assistance furnished by all departments or agencies” of the U.S. government. Consistent with the January 23rd presidential memorandum, a foreign nongovernmental organization (NGO) will now be required to certify that it does not provide abortion services, counsel or refer for abortion, or advocate for abortion law reform, even if done with its own, non-U.S funds, in order to remain eligible to receive U.S. bilateral global health assistance for any purpose and from any funding account—with very few exceptions. Because the only exemption within the U.S. government’s massive global health portfolio is provided for water and sewer infrastructure, the Trump GGR has literally been extended to everything but the kitchen sink.

As one of the largest recipients of U.S. global health assistance, including family planning, Uganda will be significantly impacted by the Trump-Pence administration policy entitled “Protecting Life in Global Health Assistance.” The policy—commonly referred to as the Global Gag Rule by opponents—effectively prohibits organizations from using their private, non-U.S. funds to provide comprehensive, safe abortion services; offer information or referrals for abortions; or to advocate for the legalization or liberalization of safe abortion services. Importantly, this latest iteration of the Global Gag Rule applies to all U.S. global health assistance. Since the George W. Bush administration’s Global Gag Rule, research has demonstrated that the policy severely eroded the provision of family planning and related health care services for women in rural and other underserved areas in Uganda.

THE GLOBAL GAG RULE IMPACT PROJECT is a collaborative research effort led by Population Action International in partnership with Ipas and Planned Parenthood Federation of America and with assistance in gathering the evidence of impact in the field from EngenderHealth and Pathfinder International. Recognizing the historic leadership role of the United States in supporting voluntary family planning and related healthcare internationally, the Projects objective is to document the effects of the Global Gag Rule on the availability of life-saving family planning services, as well as on efforts to address other major threats b public health, including HIV/AIDS and maternel deaths due to unsafe abortion.
From July 2002 to May 2003, research was conducted in four countries: Ethiopia, Kenya, Romania, and Zambia.
The project received its funding solely from private sources.
